I've had this happen before - the bolt has to thread into the hub quite a bit farther with the steel wheels than with the aluminum. Before the bolt seats on the wheel, it's getting jammed up on some rust/debris/whatever in the bolt hole in the hub, then it's getting torqued until it snaps off, which doesn't take much when they're stuck like that - you may break another one if you just back the bolt out and try again. Get a tap for the right thread (I can't recall the thread off hand) and chase the threads in the hub after you get the bolt out. Actually, do the rest of them while you're at it, it only takes few minutes and the all bolts will thread in nice and easily.
