After removing the fuel pump, I confirmed via video inspection that the problematic plastic fuel baffle retrofit had NOT been installed. This isolated the problem to dirty and/or loose contact between the center armature brush and the stationary resistive grid.

Before and after cleaning the VDO sender, I additionally performed resistance measurements to confirm linearity throughout the full range of float travel.
