If the pipes to which you refer are the pair of silver pipes inside the cover on the passenger side of the center console, they should both be hot; one very hot (coolant into the heater core) and one less hot (coolant out of the heater core). If only one pipe is not very hot that points (to me) to either the bypass valve not working completely to allow the flow into the core, or (if the pipe is reasonably hot but the other isn’t hot) a blockage of some kind in the heater core. The heater core has very thin tubing, and it doesn’t take much debris to impair the flow.
Either of these would exacerbate the lack of hot air that could be caused by the 08 code. In other words it seems that you could have two issues - the heater core not getting enough hot coolant and the blend door not releasing hot air into the mix effectively.
Start by making sure the coolant level is full, then when hot check the two coolant pipes to the heater core. Run the system on both HI (all heat) and LO (All cold) which will actuate the bypass valve. See if any changes in the behavior of the two pipes.
