In one of your other posts, you referred to the top pipe to the heater core being hotter on LO versus on HI, which I mentioned argues to me that the bypass valve was restricting the flow of coolant into the heater core when temp was set on HI. Do you get hot air on low by chance? I’d make sure the Bypass valve is working correctly.
Last thing I’d try would be the heater core itself. It’s not too hard to do (it’s even a little more accessible than the Cabin Filter). When you look at it you can see how only a few small obstructions (piece of debris) can restrict the flow through the very fine grid of tubing so there isn’t enough surface area heated to give satisfactory heat in the cabin.
