There is a sensor that determines if the A/C is on and compensates with a higher RPM to handle the load. Turn the ACC to OFF and save it (use the defroster and OFF buttons simultaneously to save it), then, the next few times you start the car, see if the problem persists. If this cures the problem, I'd suspect the compensating sensor is faulty.
The ACC on my 9-5 is programmed to be OFF on startup because I don't like the extra load on the engine when it is cold. The engine always starts quickly and idles like a clock ticking.
