It is in some cases a legimate charge to the dealer and may even be itemized on the invoice but it is not a line item on the MSRP sticker correct? Thus, it really is a dealer decision to tack it on. Really no different than adding any other item you can imagine (e.g., electric charge to illuminate cars for night shopping, sevice driver charge to drive them over to car wash and keep them clean, ...). All dealers have advertising costs regardless of the source. I would assume that such advertising programs reduce their need to obtain their own advertising or increase sales. Thus, two dealers may indeed treat this differently.
However, the prep charge they are trying to stick prlf with is the real kicker. That is already part of the MSRP or paid by the manufacture. At least it always traditionally has been. A while back I think I saw something about a class action on this particular behavior because cusomers are in fact being charged twice.
However, like I said in my ealier post, it is the total price that counts. Shop it around. If a dealer that charges extra fees actually has the better price who cares? In this case it is just a shell game (deeper discount but with additional charges). Still it is tacky and reflects poorly on the dealership.
