Not quite true. Pulling the DRL fuse alone (fuse 35) gives you off in the off postion, and head lights in the other two postions. The fog lights will only come on in the full on postion with low beams selected.
To get city lights in the middle position you need to have the head lights reprogrammed by the dealer or indy with a Tech II to headlight Option 1. If you want to go all the way and get fog lights that work with the city/parking lights and high beams, you need the fog lights reprogrammed to Option 1 also. I have this setting with the DRL fuse still installed, this gives city lights in the off position. Handy because they are switched in this position and I can use them for DRLs safely as they go off when I remove the key. The middle setting for the lights is not switched and they will stay on when you remove the key.
