I have a 2001.5 1.8T passat wagon and a 2002 Saab 9-5 linearwagon .
As far as reliability goes the VW has been in the shop more, but has never broken down so to speak. The saab tranny went into limp mode and had to be towed to the dealer once, but other than that trips to the dealer have been pretty much just scheduled maintenance. The biggest repair on my VW was some front oil seals that started leaking, making the car smell like burning oil when you turn it off. This was covered under the powertrain warranty. I haven't actually paid for a repair on my VW. In terms of fit and finish, I like my VW better. The interior materials seem better. Like the headliner has a nice woven fabric as opposed to the saabs felt on cardboard feel. The passat has lights for the steering wheel buttons(with an on/off switch), homelink(I know saab has it starting on '03), and auto up windows with pinch protection and a nice dial to control sunroof opening and closing.
On the highway the saab gets better gas mileage than the 1.8T due to the fact that at 75MPH you are over 3500 RPM with the 5-speed while the saab cruises around 2500 RPM. I only get about 27-28 MPG with my VW on the highway, but most of my trips are around town.
Both are nice cars. When it comes down to it, the Saab has had less problems and the dealer service is much better. The VW looks nicer and seems better engineered. It almost makes me laugh when I open the saab tailgate and see the exposed bolt holding the taillights on. It's the stuff like that that makes the saab seem somewhat out of date.
