Two reasons why the light would be on:
The fluid level is low (what Bill N said). Make sure the system has sufficient fluid. The fluid level can drop because of a leak, or as the pads wear. When the pads wear, the pistons are more extended, and they take up some of the fluid from the reservoir. Before putting in new pads, take some fluid out of the reservoir before pushing the pistons back in.
Or: the sensor is bad. All the fluid sensor consists of is a float with a pair of electrical contacts. If the float has developed a leak, or is jammed in the low position, or the float is fine but the wires are touching or the contacts messed up, the light will come on no matter what your fluid level. Inspect the wires on the reservoir cap, then unscrew the cap and make sure the float can move up and down freely.
