In case you haven't already, I would look at the blinker relay first. Not sure if highbeams use the same relay, but they might. Next I would check to see if there are any burnt bulbs in the dash. I'm not sure what else is on the tach circuit, but if it is not on the same circuit as the dash lights then you might have a short somewhere along the tach wiring. This could also be a faulty ground in the dash wiring. The steering wheel noise is probably normal, mine makes a hydraulic noise--creaking noises are probably okay, crunching is bad. As far as the flickering, check the dimmer for the dash lights (it's the post to the right of the steering wheel below the speedometer.
You should probably have at least some of the following tools: A wiring diagram and dash-removal directions (Bentley SAAB Manual or http://216.78.173.190/electrical_system_folder/electrical_doc_folder.htm )
a volt meter and/or a short circuit detector. Check the webpage above for other suggestions as well. If someone has been into your dash already and screwed it up, it might just be easier to bring it to a good electrical shop.
For heat, the center vents are fresh air vents only and do not flow heated air, the vents on either side do, so make sure you check for heat with the switch in the 12 o'clock position (defrost) 11 o'clock (left and right) or the position with the down arrow (floor vent only). You could also have a blockage in the heater plumbing/heater core or the heater blower fan may need to be replaced. Happy hunting!
