low voltage to APC solenoid???

Ok, I posted a few weeks ago regarding low boost, finally got a chance to look at this (live in the city w/o a garage) and did as many tests as I had time for. So, here goes. First thing was that when the ignition was turned on the solenoid did nothing, initial thought was that the solenoid was bad. We hooked it up directly to the battery and it immediately opened. Tried driving like this and boost shot into the red. Now, I don't know if this is a good test or not but at this point we attached a voltmeter to the wires going to it and got some strange readings. Ignition on, car running and driving = 7 volts, brakes on =10 volts and cruise on = 0 volts. I really have no clue what this is telling me, I'm guessing bad APC box, but the boards looked ok (nothing burnt on them is my best diagnosis). DOn't want to spend $350 if that's not it and be stuck with an extra box and the continuing saga of base boost. Again, any help and insight is most appreciated. Thanks.
