Just want to make sure we don't get our terms (and the parts they refer to) mixed up.
The 'thermostat' doesn't control the fan. It only regulates the flow of coolant through the radiator. There's a thermal switch (thermoswitch) on the radiator that signals the fan to come on, if the coolant exiting the radiator isn't getting adequately cooled by natural airflow.
In general, if your thermostat is causing an overheating problem it will happen whether there's airflow or not, because it's not permitting the coolant to get to the radiator. That means it will generally happen equally at idle and on the highway.
In an idle-only overheating problem you should be looking for a cause related to the thing that's not present at idle vs on the highway: natural airflow.
Given the symptoms Mark describes, it is certainly most likely that his problem is that his fan is not coming on. This is either a problem with the switch, the fan(s) or the wiring between them (or the fuse, etc, etc).
