emissions failures

My beautiful "new" '86 SPG failed emissions tests (VA) twice. I have read the posts here about checking for vacuum leaks (which I will do - thought I had them all plugged), checking the O2 sensor, checking the AMM, cleaning the throttle body, fuel filter, cap, rotor, plugs, crankcase valve, timing, fan switch, thermostat, etc.
Any advice on the first few things to do to just get it passed? Costs me $43 for every test!
I can find all this stuff in the Bently and on my car except for the vacuum lines. Does anyone have a schematic of the vacuum system? To add complexity to all of this, the car also has been fitted with a manual boost control and I think the vacuum lines have been rearranged to put it in.
Numbers:
15 MPH
HC ppm allowed - 135; reading 130 - PASS
CO% allowed - 0.76; reading 0.51 - PASS
NO ppm allowed - 1052; reading 2017 - FAIL
25 MPH
HC ppm allowed - 130; reading 124 - PASS
CO% allowed - 0.80; reading 0.53 - PASS
NO ppm allowed - 957; reading 1930 - FAIL
Second pass through after I had connected a vacuum hose that seemed to be unhooked, it also failed the HC ppm by just a bit.
Thank you to anyone and every one!
