Has an emergency kit. I get a nice Rubbermaid or Sterilite plastic container. In it is a gallon of coolant, mixed to 50-50; a bottle of engine oil, power steering fluid, tranny fluid, and a small bottle of brake fluid. I also have a roll of duct tape, some metal picture-hanging wire, rubber gloves, a spare headlight bulb and tail light bulb. I also keep the belts that I just took off the car in there. The car also has a simple tool kit (cheapo Leatherman/Swiss army knife, screwdrivers, pliers).
When is a car reliable enough that it doesn't need a kit? When it's been junked. Any car, at any time, can experience a failure. I can always call a tow truck, but I don't want to. But in many cases, you might be able to get home with something as simple as a quick duct-tape repair. Or, if I find the coolant or oil or power steering fluid has gone a bit low, I can top it up without having to search for an autoparts store. Or if the belt breaks, I can pull into a garage and know that we'll have the right belt at hand.
I don't expect to do engine rebuilds on the road, but keeping fluids around is always a good idea.
