Correct timing and fuel are definitely on the list.
If you really want a rev happy engine you need a cam that raises the power band into higher RPM's. The stock cam keeps the powerband low to get good overtaking power on the highway.
Getting some lighter engine internals will go a very long way.
With the right equipment, you could get the 2.1 engine to rev to 8,000+ rpm and make a good amount of power up there.
I'm not sure if Jak can make an ECU chip for N/A cars. If not, you have to go down the aftermarket ECU road.
