Powersteering racks get non-linear like that when they start to go. Non-linear in that they don't use the available hydraulic pressure from the pump the way they should.
Unpowering the power steering will make it stop using the pressure all together and rely on your arms, which can instinctively sense how linear the rest of the steering compenent forces are. Just a easy troubleshooting step and temporarily solution till you get a new rack or other repairs.
I'm more of a user and less of a repairperson, so I don't know all the parts you might need.
