Being a former Syracuse lad, I've encountered the same situation.
I twisted off both bolt heads and both nuts with a socket on a breaker bar. Then I pushed screwdrivers between the ball joint and the A-arm on each side to open up the A-arm a bit. Then I "walked" the joint out. In the case that the stub of the bolt has too long to walk the joint out, I drilled as much of it out as I could to get the clearance.
Patience and persistence are the words for this procedure. Use lots of antizieze on the bolts for tne new ball joints.
