I have to agree - the price he's quoting seems absolutely ridiculous. It's a 30m job to remove the fascia, and a little more time to put it back in. Two hours of labor is pretty generous. Speedometers can be rebuilt for about $100 as others have said, or purchased used from a junkyard for $25-$100 depending on who you call. Assuming you can live without the car for a week or two, I'd ship my own off and get back a fresh rebuild and not risk putting another bad speedo in the dash (been down that road... :)
You can remove the cluster without removing the steering wheel - it's not a big deal. Removing the wheel runs the risk of upsetting the SRS computer, and you don't want that.
On a 1990 car, the only tools you need for the job are a small flashlight, a torx driver set, and a 10mm socket. You gotta be careful because the dash fascia is remarkably fragile, but it isn't a rough job at all.
