Well, that's all true, but in eyeballing it, you can usually tell whether it's good enough to rebuild or not...take off a bearing cap or 2. Look for scoring on the crank and copper showing through the bearings. If the crank is scored at all, game over...not worth regrinding a Saab crankshaft IMHO. They are so well hardened and finished out of the factory to begin with...very difficult to regrind to the same quality. If you cannot see original hone marks down the piston bores, I wouldn't bother here either. There are plenty of good bottom ends out there that you can fit new std size bearings to and new piston rings with merely a light hone, then you are good for another 100-150K...at least. And this costs minimal block work and about $200.00 in parts. Just my take.
