any marks on the tops of the pistons? any indication that the valves were interfering with the movement of the bottom end? since the bottom end now spins freely with the head removed i would day it is either the head, or the combination of the head with the bottom end that is causing the lack of movement. if no evidence of impact between the valves and pistons, and you are comfortable that the cam sprockets were installed correctly and the engine was timed correctly, i would assume that something (maybe one or more valves or lifters) in the valve train does not have full range of motion. you mentioned you cannibalized the cams and other items. are the valves still in? maybe check if they all move freely?
