If the car runs with the relay socket jumpered, you've either got a bad ECU, or some of the wiring between the ECU and the relay (and there ain't much) is messed up. Try checking for +12v between pins 85 and 86 - that +12v comes from the ECU to tell the fuel pump relay to turn on. I'm betting you won't get it, and I'm betting the stumbling issue off-idle is because the ECU is fried....
