Replacing front rotors

I am working on my first ever brake job on my 1994 vert. For the most part, it is going well and things look in good shape. Am I correct that the two bolts holding the pad carrier (part 11 in Fig.4 - Bentley 523-4) need be removed from the steering swivel member in order to remove the rotor? I have the caliper itself removed and out of the way. The wheel locating pin and the torx bolt locating the rotor are freed and ready to remove. The two bolts in question are incredibly tight. I've soaked them in PB blaster and used the biggest wrench I dare. Just want to be sure I am proceeding correctly and not missing anything before I really give it hell.
