Maybe yours just rusty as all hell? meaning it *was* a 22mm originally. AFAIK, thread and hex size are both standardized.
Do what you've got to. Personally i'd try heat + oil a couple times before i bothered with the dremel; But don't be scared of the dremel. Honestly it doesn't matter if you cut into the threads in a couple places on the inside, as long as there's a flat surface on the *outside* for the crush washer to seal to. The threads literally just need to hold it in place.
