Well, taking all the information in your descriptions into account I get the impression that the valve bores in your valve body are contaminated with the same "gunk" you found in the governor and the valves are jamming. On occasion, with units like yours, I've removed, disassembled, thoroughly cleaned and re-assembled these valve bodies with good results. It's a nasty job due to the fact that you have to stand, looking up, under the perpetually dripping unit for an hour while removing and replacing the valve body. Doing it without a lift is basically torture (for me anyway). You'll have to remove all the pipes to get the valve body out and that frustrates some people. A good manual/schematic helps with that or you can make your own schematic as you disassemble it.
