Yeah I would avoid resprays if possible... could have been minor parking lot induced damage, repaired in some insufficient way + that may be the root cause of the rust. Original paint on these cars is unbelievably tough. The epoxy primer is tenacious + rust does not spread easily... typical bodyshop paint jobs are not so good! Rust is really hard to make right, so that to me is more concerning than the messed up interior (though a messed up interior should push down the price big time from what they are asking)...
The 5 spoke wheels are likely aftermarket. I think some Ford wheels are compatible? See link below for a pretty good listing of official c900/9000 wheels available.
An NA is definitely slower than a turbo, especially the 2.0L... it's pretty slow. But the handling is still lots of fun, so still fun to drive. The newer NA's were 2.1L, and you should check the coolant/hg history on them, especially watch for slow loss of coolant (btdt!)... they came from the factory with a bad hg... there's complete info on Townsend's site (and I recommend following his cooling system advice regardless - search here "townsend coolant")... if you can, hold out for a turbo stick...
A few other things that are valuable: a Bentley manual (these regularly appear for sale used), and also there's this really great "SAAB 900 Engineering Features" book (used as training/propaganda for sales staff iirc)... full of information, and makes a nice coffee table book - ha!
good luck!
