Since it is a rubber hose similar to vacuum hose that is used I used the wrong word and should have said a vent hose instead.
It seems that in some cases the car manufacturer wanted a source for ambient air pressure and hooked a hose up that in some cases goes back to the gas tank.
I don't think the hose is there for taking care of fuel when the diaphragm breaks because than they could have capped the hole with a screw just like some manufacturers did.
Some of the Volvo ones have a block off screw, some have the vent line.
