That's a ridiculous policy CA has. Re-tests are part of the price (formally) here in the DC area. On older cars, how are you supposed to even know the car is out of compliance? I frankly have never noticed any great difference in my mileage when the car was spot on or out of tune enough to blow the test. Particularly the low rpm NOX crap.
One strategy you might pursue for the long run is to use stainless steel bolts on the cat and save it just for the tests (un-bolt the new cat right after passing and put the old one back on). I only had to test once every 2 years, but had this in the back of my mind, particularly after my 90 failed what was supposed to be its last test. Kinda of a PITA to have to dole out the bucks on that one.
So glad all of that is over (at least on my car).
