Does not sound normal to me. Is the air bled out of the cooling system and is the coolant level OK?
When the temp goes 1/4" from the top and you turn the heat and fan on full blast, does the temp come down? Going to 3:00 on the highway appears that you are not dumping enough heat. I suspect the radiator is clogged, missing fins, or is not able to keep up. Usually the radiator looks nice on the engine side, but the other side is missing fins, or clogged with junk which cannot be seen because the A/C Condenser is in the way.
