OK, so this was a multitude of problems that occurred as a result of a couple of things.
1) U haul wiring job
2) Spare tire not bolted down
3) Burnt bulb
So, the U haul wiring job lead to stressed / stretched wires that were routed too tight tapping into the left rear tail light.
Being that the wiring was stressed, and their connections were done with the blue mechanical push clamp type connectors, the two black wire grounds were not connected together.
The spare tire bolt / nut connection is missing, so the spare tire is able to rubbah dubbah on the cover in front of the left tail light assembly. So, it was knocking around the stressed wires, and the black grounds pulled out from the blue connector.
After extending the leads, soldering, shrink tube wrap, and some harness bundling, it all fit back to where it's supposed to go, and now we have bright brake lights that aren't dimmed by the parking lights.
So, almost a dozen problems from the three root causes......and I avoided taking out the transmission, engine, and doing all of the axles, suspensions, etc etc etc at the same time so now I can take the car to brunch with the fam for my wife's birthday.
