I wouldn't worry about the bolts, but I would be concerned about the head gasket.
I would test with a torque wrench -- set it at say 40 foot pounds and start the sequence like a normal headbolt tigtening. Hopefully, you'll find the culprit on the first pass.
Then, I would start torquing the head in increments of say 15 ft pounds and get a click on each bolt.
As I recall, we measured the last 90 degree gasket crush at 128 ft pounds as a final number, so you "should" get a click up to a value of about that much, but who knows after that amount of time.
The point is to gradually bring #10 ( if that is the culprit ) into harmony with the other bolts.
It's unlikely that it will last a long time. I think this is the signal you'll be doing a head gasket in the future. But, it would be nice to try with only a few passes with a torque wrench, and only having to remove 20 bolts on the valve cover.
