I'm a big fan of PIAA bulbs. Much brighter. You can put a set of PIAA H3 Solar Yellow Bulbs (PIA12-13403) in the Pilot 150s. I also swear by PIAA Xtreme White 9004 bulbs in the headlights.
That being said, I think that the low mounting point of the stock configuration driving/fogs won't give you distance, just broadness. Some people put Hella driving lights above the bumper in front of the grille. If you take the grille off, you can make some L brackets that you can mount to the back side of the bumper and have them come out just below the grille. If you search "Hella Driving Lights Saab 900" online you'll see plenty of pics.
