Bad brake job?

I took my car to a Brake Check to get the front pads replaced since they were squealing. The guy said the rotors would have to be replaced since they couldn't be turned and they HAD to be turned with the replacement of the pads. I had heard differently from another mechanic so I said I would hold off on it and am going to get a second opinion next week from a regular mechanic.
My question is would this have anything to do with soft brakes? When I took the car in, the brakes were solid and the stopping power pretty good. There was little pedal travel to engage the brakes as well. Now the brake pedal is slushy and goes almost to the floor. The car responds much slower and goes further before it stops. Is this bad rotors or just a bad repair? Is this something I can easily fix? I know if I go back to the guy he will claim it is the bad rotors and charge me another $350. Advice please!
