on for a few seconds. Auto mode on the ACC will use the A/C compressor regardless of outside air temp unless the 'freeze sensor' in the A/C plenum [on the coils] gets too cold, sensing frost build up. Then it won't cycle.
I think it runs in the winter to continue to help dehumidify the cabin air, which is why I can load my Saab w/ my wife, three girls, and a dog, and drive in nasty, cold, rain mixed with snow, mid 30's F, and still see out the side windows. It's mission: impossible to do the same in our '01 Suburban [in part because the A/C compressor is locked out below a certain outside air temp.]
You can test this in your garage - open the hood, let the engine idle, and stand in front watching the lights and aux A/C fan. With Econ on the ACC, I'll bet you won't see a flicker at all. Select 'Auto' and you'll see/hear both the aux fan and the radiator fan cycle on with the compressor - and you'll see the lights dim slightly [on certain, newer, model years, as I mentioned in the first post ... the '86 & '87 9000's we had didn't flicker a bit].
