I belive that the switch works by the TCS actually looking for a transition of the switch from off to on. (switch ON is TCS OFF). Otherwise a short circuit would result in the TCS always off, a bad default from Saab's point of view.
So I'm pretty sure that if you want TCS off permanently, just keeping the switch in the ON position won't do it. I believe that the solution would be to generate a pulse on startup. If you're handy with electronics, you could build what's called a "one-shot".
