How did you measure the timing chain tensioner length? Did you remove the center bolt and spring before removing the tensioner? If you did not, then you don't have an accurate measure of timing chain wear. The timing chain does stretch and I would think that a new chain would certainly bring it back into specification, i.e., under 11mm. I have rolled in a new chain on my 1990, but I didn't go back and check the tensioner extension. I did check the tension extension once when I replaced the chain and all the guides on my 1991, and it went from 12mm to 5mm, if I remember correctly.
