I removed the ring by tapping, takes some patience, Made 3/4" thick plywood spanner to tighten it with. Found spec of 40 - 50 lb.ft. for the ring and torqued it up, seemed like a lot of torque. Think it was a mistake, since the pump has to come to fix the 1/4 = empty syndrome. This is part of the saga of having to replace the pump twice, since the first new pump wouldn't run. Plan on using some spray lube then trying to loosening the ring with the plywood spanner, if that doesn't work, do some tapping, then try the spanner again. Fun things, all with your head over a tank of fuel.
