From experiment/experience. I would not trust to JB Weld it's IMO a low quality epoxy, mostly fillers (Living testimony to the power of advertising :-)
It will 'pop off'.. sooner or later. IMO F'glass likely will too.
Tough to get a genuine and durable mech grip onto sheet metal that may flex, even a tiny bit.
An alternate method:
get your floor back into undamaged shape. Clean it well..Laquer thinners are good. Apply a SBS Rubber sealant bead. Material is important as there are a myriad of Caulking goops available. You need the stuff for sealing SBS waterproof membranes. This goo will outlive your car.. true.
Apply a bead on / around the damage. Slap on a S Steel (scraps from local heating shop) patch using S Steel pop rivets, using the sealant as a setting bed.
Then If you wish apply a Self stick Ice and Water shield SBS membrane piece, available from 'real' building supply business.. not Home Depot, over the patch on the interior side as final (mostly cosmetic) seal.
On the underside: carefully cover the entire patch using the the SBS sealant as undercoating. You will have lots leftover.
Bit messy, but not overly difficult and being flexible it will remain as watertight as Your initially application :-) forever.
