I'm inclined to agree its fuel. If you can reliably make it run with starter fluid, it is not spark.
2 - you're going to need to replace that line, or you'll be running considerably high fuel pressure at idle, and therefor overly rich, and stand a decent chance of flooding it out,
3 - There are two measurements - pressure, and delivery rate. For pressure, you replace the banjo in the rail with another one that's tapped with a pressure gauge attached to it. There's really no way around this. For delivery rate, you just pump the output of the FPR (the return line) into a container you can measure with - usually a graduated pitcher. You have to get a certain quantity in a given time.
4 - Hell yes it can, most likely with water in your gas, and it doesn't take much of it to fully clog a filter. If you still have water in the bottom of your tank - it'll clog the next filter immediately too.
