If you've got an OBDII/pc/smartphone setup, you can let the computer tell you what the intake charge temp is - there's a IAT sensor in the pipe, temp is available to you thru the OBDII tools. Doesn't matter what temp the pipe feels - matters what temp the air charge is.
Also, after you shut off the motor - or even stop moving - you get a 'heat soak' under the hood - hot stuff cools off, cool stuff warms up.
The intake pipe runs in pretty close proximity to the heater inlet/outlet hoses. You could fashion a heat shield in their vicinity to keep the aluminum pipe from absorbing the heat the rubber hoses, head and block are radiating while still allowing air to flow around the tube.
But again - its the air temp that matters, not the tube's apparent temp.
