If you've verified a signal from the sensor manually, and don't see one when it's installed and the transmission is turning, that's a positive test. The gear in the transmission is faulty. You can't say for sure that there isn't an additional problem in the speedo head, but without a working signal going into it, what does it matter? The answer is none. If your mechanic is aware of the test you did, and is still suggesting swapping the speedo head, he is a terrible troubleshooter.
