On these cars when the key is turned to the on position the relay is supposed to run the fuel pump for something like 5 seconds. This is the prime function which is supposed to get the system up to pressure so that the engine starts without excessive cranking.
It might be possible that the relay is not functioning correctly. Possibly you have lost this initial prime function of the relay.
When you first turn the ignition on there is one wire that will get 12v for about 5 seconds.This gets the fuel moving to the injectors. After this there is another wire that gets 12v constantly after the 5 sec. (with ignition in ON position).
There are two paths for 12 volts to reach the fuel pump. One with the ignition in the "On" position, and another during cranking and engine running.
Disconnect the electrical connector at the fuel pump just under the inspection plate. As I remember there are four wires on the connector. One thin white wire delivers voltage for only 5 seconds when the key is turned to "On." Turn the key on and check this wire for the short term (5 sec.) voltage. There is another wire that is heavier gauge that is two colors, red and some other color. Connect your volt meter to this wire and watch for voltage while cranking the engine. You should see voltage while cranking. If you do not see either one of these voltages then most likely your relay is failed.
Obviously your heavy red wire is getting voltage because the pump is running. But maybe the white wire is not getting that initial 5 second priming voltage. That would lead me to believe the relay is bad or there is a fault in the white wire somewhere.
