Sounds very strange indeed... Have you checked the vacuum hoses? Maybe you have a leak somewhere...
How long does it take for boost to settle down towards 13 PSI. I don't know the boost curve by heart...but boost is supposed to taper down towards 0.65 bar @ 5500 rpm. So if it drops down gradually, that's normal.
Is the boost stable? If it's unstable that raises other concerns, such as DI etc. If it's stable that's another story.
BTW, isn't 13 PSI more like 0,9 bar? That's not so bad...just kidding...
How about fuel quality? Are you sure you have really good premium fuel? Sometimes it can actually make a difference between different gas companies and between different stations within the same company. Perhaps you could try an Octane Booster? Toluen? Just to make sure fuel isn't the problem.
Clogged air filter?
How about adaptation runs? How long, how many and how "violent". Sometimes it can take some abuse for the car to "fully" adapt.
How about the gauge? How precise is it? Not that big a difference between 13 and 15... Is it possible to calibrate the gauge? That can make a big difference as it should really be calibrated every time it's used if I understand correctly.
