You are right, that is an issue. To be honest, I usually "guestimate" that part - I get it set up with the gauges and then let it sit overnight. Then your "cold start" temp should be close to the air temp, so if it's 32F then you're starting at 0C and warming up to 85C or so when your thermostat opens (which you can tell by feeling when the hose to the radiator starts to get hot). I can't remember if the curve is strictly based on temperature or if they throw time in there as well - the time would be controlled by the electrical part of the warm up regulator which is basically just a little heater element that warms it up faster than the engine temperature alone.
