Unfortunately that is a pretty common failure (corrosion from the cooling passages into the #3 or #2 ports). It is due to the coolant not being changed often enough over the years (recommend at least every 2 years, use high-quality ethylene glycol - Saab or Mercedes-Benz brands - with distilled water only, I also include Red Line "Water Wetter"). A '78 GL cylinder head should be the same; you should be able to use any '77-'80 head (there was a change to the thermostat housing somewhere around '77, so just make sure that matches). You can use a Turbo head on a non-turbo engine, just not the other way around (Turbo has sodium-filled exhaust valves; the plain exhaust valves won't last in a Turbo motor).
Good Luck!
