'78 Turbo fuel return problems

I am fixing up a '78 Turbo, and have not yet been able to lower the system pressure to within specs. There are no shims in the FPR, and it reads 85-100 psi UNLESS I remove the fuel return line from the tank and run it into an open container, at which point I get right on spec (69 psi). I have tried all sorts of things to clean out the line into the tank, including running 150psi of air through it. You can blow through it via a hose, but not very easily. The first '78 99T I fixed up had this same problem, but I was able to clear it up by clearing the line.
I figure I can either a) convert everything to '82 900T FI, which uses higher system pressure anyway and I have 2 parts cars to cannibalize, b) find a 79-80 plastic fuel tank (which I don't have), which shouldn't have the problem, or worst case, c)cut and weld the cargo area to fit a later plastic tank.
Does anyone out there have some sanity-saving wisdom to share? Were earlier CIS pumps lower flow, avoiding this problem, or were they all the same?
