Hm... previous owner must have removed the check valve at some point then.
As far as the return, I'm pretty sure that mine has only one 90 degree bend in it - and it is still the original '78 gas tank.
Well, process of elimination - I would guess you need to drop the tank and either try to fabricate a new return fitting, or clean or replace the whole tank. You could also try hacking off one of the 90 degree bends and reattaching the hose - of course that owuld only work if your restriction was at the first bend.
Here's a thought as far as clearing the line (or trying to) - if you take a piece of spring steel wire and bend thetip into a very tight U, you may be able to snake it through the bends - alternately, you could try using a pipe cleaner - again if you crimp the end ever so slightly toward the direction of the bend, you can usually get them to slide through a pretty tight bend.
