Here's a thought. I had a fuel pressure problem in a '76 wagonback I had and after many months of searching it out, while talking with a saab shop in Gresham, OR, was told that the problem was that the little check valve just before the return at the tank, just above the rear axle (the connecting hose was a recall item by the way...) would fall apart sometimes and send a little ball bearing into the tank. This would then lodge itself in that little, tiny return line inlet and there you have it: blocked return. Air would get through, but a wire wouldn't. And, of course, shoving a wire down there didn't help to dislodge the item, only lodge it deeper. I suppose one could remove the inlet for the return and replace it...
replacing the tank solved my issue, but I never dug deep enough to see if there really was a little ball in the spout. The mechanic claimed it was a problem that he had seen quite a few times.
