It is a standard procedure. Repair manuals mention it. All you are doing is helping out the tensioner. Things are probably quite worn out but replacement parts are really hard to find at the moment. A few have written about their searches for timing parts and some have had success but not without sending some dollars overseas. Moving the rail will snug up the chain (if it hasn't already been done) and hopefully eliminate the chance of another chain skip. It will keep the chain in better contact with the guides and such, reducing the noise some...they were always a bit noisy. It's your best short-term solution while you look for better parts. Helping a friend rebuild his engine a few years back we noticed that the rails were really worn. Knowing the task at hand we decided to see what he had in the parts cars he had. THe first one was a real beater missing the head and most of the interior. The rails all looked new. For all we knew they were new...bought just before the head failed or something. Good luck.
