Thanks everyone for the help. I will look around for that tool to get the cylinder out.
For a few weeks, the ignition felt sticky. I just assumed that some gunk was down in the cylinder gumming things up. I guess I was wrong in my diagnosis.
The key seems to turn freely and normally now. It doesn't go around in circles, but rather it seems to work normally, so it might be the switch underneath. Of course, I was on my way to work, so I didn't have time to do much investigation.
A Saab guy at work said I could get a 3-way aircraft switch, the kind with the little red metal covers and use that for the ignition. There are some that lock in the down and middle positions (off and on, respectively), and are spring loaded in the up position ("start" for this application). While it's very tempting to just run the ignition wires up to the dash for that, I think I'll try repairing it the way it should be. :-)
