Shrinkage is probably due to somebody being in too much of a hurry to let the filler cure properly, not using the proper amount of hardener or just using an inferior product.
It is also possible that the filler was too thick. Dents should be hammered out as close as possible to the original surface then filled with as thin a layer of filler as possible. Some people cut corners and slather filler into deep dents, that would be very difficult to do with lead
Maybe shrinkage was a problem when plastic fillers were new, but todays materials are stable.
